Um, no. A brutal dictatorship that micromanages food production is forcing hungy North Koreans to eat their shoes. Blaming this on a lack of aid is like blaming a murder on the passerby that didn't call the police. Yes, there's aid to be supplied. But the perpetrator isn't the passerby - it's the murderer.
